For various reasons, I was unable to give a lot of attention to
TELECOM Digest and the archives during 1998.  We only had 134 issues
sent out this past year. So, what you see here is what there was.
Sorry about that; maybe I can do better in 1999 for the end of the
eighteenth year and start of the nineteenth year of this e-journal.
